Menu moves as you scroll

So, easy question...

I am assuming this is a CSS issue, but I cannot figure out how to get my menu to stay at the top of the browser window. When I scroll down, the level 0 menu buttons move down also.

Any advice?

I belive it has to do with the script. I have read about this myself and the script I think is cm_addins.js.

"Yes, it is in the cm_addins.js file and it is called CheckScrolled. Just delete that portion or comment it out."

Found that in past posts.
