Menu help

I would like to have the menu on all the pages of my site but be able to edit it from one place instead of having to go to each individual page and redo it. Another guy used to work on my website and he put this in the head <?php include "/www/99saturn/www.cycloseran.com/menucode.txt"; ?>, and it worked but i switched to a new server and it doesnt work anymore.. If anyone could help me thatd be great...its the fold out menu
